Rangeview Remand Centre is one of only two juvenile detention centres for young people aged between 10 and 18 years in Western Australia. It accommodates juveniles from all over the state that have been arrested and are waiting to be bailed out, are waiting for their court case if they have been denied bail, are waiting to be sentenced after conviction or who have been sentenced to a period of detention.
Rangeview is a secure centre. This means detainees (the young people in detention) are confined to the grounds and supervised by staff at all times. Detainees are not allowed to smoke, use illegal drugs or drink alcohol.
Detainees live in small, modern units. Each unit has either single or double cells with an intercom (like a telephone) used to call staff at anytime. Males and females are housed separately and each cell has a shower, toilet and basin. Detainees are locked in their cells from 8.00 pm to 8.00 am, with lights out at 10.30 pm Sunday to Thursday. On Friday and Saturday nights detainees can retire later.
From 9.00 am to 3.00 pm detainees are in learning programs which include TAFE, school, vocational training and personal development courses. Young people aged 17 and under must go to school. Participation in these programs begins as soon as a detainee is remanded to the centre.
Privileges are earned by good behaviour such as participation in educational and vocational programs and following the centre's rules.
Rangeview has a 24 hour health care centre and a psychologist is available to counsel and support detainees and their families.
Court appearances and bail
Court attendance is organised by Rangeview staff, who can also arrange legal representation for the detainee if necessary. Parents or care-givers are told when the young person will be in court.
Bail (a written promise to go to court) can also be arranged for eligible detainees.
If the young person is a male and is sentenced to detention by the court, he may not return to Rangeview. Instead they may be taken to Banksia Hill Detention Centre. All female detainees (whether sentenced or on remand) are accommodated at Rangeview.
Visits
Parents or care-givers may visit each afternoon from 1.15 pm to 2.45 pm. Please ring to make an appointment on (08) 9333 9100.
- Friends and relatives must get written permission to visit from the detainee's parent or caregiver.
- Only three adults and children are allowed for each visit.
- Visitors are not allowed to take anything into the visits area.
- Approved items, like school books or clothes for court, must be given to reception before the visit. For security reasons, nothing else will be accepted.
- Special consideration is given to the needs of rural and regional families who may only be able to visit at particular times.
Telephone calls and letters
Detainees can make seven free calls a week to family and friends. Parents or care-givers must give permission for calls to anyone other than themselves. Parents can ring in each evening between 6.30 pm and 8.30 pm. Extra calls are allowed to lawyers, juvenile justice officers or to deal with an urgent family crisis. Letter writing is also encouraged.
